Caroline Peabody is a FAC-C Level III certified Senior Procurement Analyst with over 15 years’ experience in various senior contacting roles with the Department of Veterans Affairs, Veteran Health Administration. She currently works as a Principal Negotiator with the Medical Sharing Affiliate Office where she is responsible for leading VHA sole source negotiations with affiliates. In her previous position with MSO, she established VHA’s Healthcare Contracting Training Program supporting COs, CORs, facility, VISN and VHA leadership. In that role she completed the development, instructional design and content of three resident courses and over twenty web-based training classes. She has authored numerous VHA healthcare contracting publications including The VHA Affiliate Guide to Health-Care Contracting, The Healthcare Contracting Planning Guide for Acquisition Teams and healthcare contract planning templates used by over 3000 contacting, VISN and VA facility staff.
From 2008-2011 she also worked for the Army and San Diego City College as adjunct Professor of Finance. During her tenure, she delivered financial management classes to over 10,000 soldiers. Before joining the VA, she managed her own business for almost a decade supporting military friendly vendors in achieving contracts with the DoD and other federal agencies. She has been recognized by the VA and DoD for her work on behalf of soldiers and veterans being awarded The Army’s Patriotic Civilian Service Award, National Military Family Association’s Very Important Patriot Award and the DoD’s Seven Seals Award. She is a graduate of the VA Acquisition Academy’s Senior Acquisition Leadership Training Program, holds an BA in Sociology and a Master’s in Organizational Management.
Monica Lypson, MD, MHPE
Director, Medical and Dental Education, Office of Academic Affiliations, Veterans Health Administration
Monica Lypson, MD, MHPE is the Director of Medical and Dental Education for the Department of Veterans Affairs, where she provides leadership, oversight, and coordination for VA's graduate and undergraduate medical and dental education program. Dr. Lypson is a board-certified general internist with significant leadership experience in clinical, educational, and administrative arenas. She has served as the Associate as well as Acting Chief of Staff at the Ann Arbor VA Healthcare System; in addition to Assistant Dean for Graduate Medical Education, Standardized Patient Program and Communication Skills Faculty Director and the Interim Associate Dean for Diversity and Career Development at the University of Michigan Medical School. She is a clinician educator and has published over 70 peer-reviewed publications in top-tier medical education journals in the areas of veteran centered education, resident assessment, communication skills, cultural competency education and faculty development. Dr. Lypson has held many national roles focused on health professions education, including with the Accreditation Council of Graduate Medical Education, the Association of American Medical Colleges, the National Board of Medical Examiners, and the Society of General Internal Medicine. As a medical education leader in administrative, organizational and professional matters and executive coach; she has mentored faculty, staff as well as peers in various specialties and administrative areas.
Dr. Lypson graduated from Brown University and received her medical degree from Case Western Reserve University School of Medicine. She completed her graduate medical training at the Brigham and Women's Hospital in Internal Medicine - Primary Care. Subsequently, Dr. Lypson completed a Robert Wood Johnson Clinical Scholars program at the University of Chicago and a master’s in Health Professions Education at the University of Illinois at Chicago. She is a Clinical Professor of Medicine at George Washington School of Medicine and Health Sciences and Adjunct Professor at the University of Michigan Medical School the F. Edward Hebert School of Medicine, Uniformed Services University. Most recently she was selected for the 2018 class of the Aspen Institute’s Health Innovators Fellowship.
As a strategic, visionary thinker, Dr. Lypson inspires all people, at all levels, to meet their goals and optimize their full potential. Dr. Lypson continues to strive for wellness and work life balance. She has written on the topic of physician marriages especially in academic medicine and is the wife of Dr. Andrew D. Campbell, a pediatric hematologist oncologist, and a mother of two young children.

Topics covered will include changes to the program’s risk tracks, participation options for ACOs based upon fee-for-service revenue and prior experience in the program, changes to the benchmark methodology and risk adjustment, and expanding opportunities for ACOs to use of telehealth and the 3-Day SNF Rule waiver.

The 2018 National Academies report “Open Science by Design: Realizing a Vision for 21st Century Research” discusses the global research enterprise and the movement of its stakeholders towards a new open science ecosystem. The report probes the motivations and limitations of allowing free access to scholarly publications, the data from scholarly research, and the methodologies, including code or algorithms that were used to generate those data. Openness and sharing of information are the critical factors that enable scientific progress and the effective functioning of the research enterprise.

Tom Arrison is a program director in the Policy and Global Affairs Division of the National Academies of Sciences, Engineering, and Medicine (NASEM). Since joining NASEM in 1990, he has directed a range of studies and activities in areas such as research integrity, open science, international science and technology relations, innovation, information technology, higher education, and strengthening the U.S. research enterprise. Arrison earned MAs in public policy and Asian studies from the University of Michigan.

The 2018 National Academies report “Graduate STEM Education for the 21st Century” explores how well the current US STEM graduate education system is meeting the full array of scientific needs in the 21st century. This report analyzes factors that have affected the training of scientists:
- How innovations in research methods and technologies have changes
- Changes in the nature of STEM work
- Shifts in demographics
- Expansions in the scope of occupations needing STEM expertise
Please join study director Layne Scherer as she further summarizes the key findings of the report and focuses on the implementation of two essential recommendations: 1) creating an incentive structure that supports quality mentoring and 2) building an institutional culture that values a full array of careers in the biomedical workforce. Layne Scherer served as the study director for the Committee on Revitalizing Graduate STEM Education for the 21st Century and is a program officer with the Board on Higher Education and Workforce at the National Academies of Sciences, Engineering, and Medicine. Prior to joining the National Academies, Scherer was a science assistant at the National Science Foundation with the office of the Assistant Director for Education and Human Resources and served as an executive secretary under the National Science and Technology Council’s Committee on STEM Education. Scherer earned her master’s of public policy from the Gerald R. Ford School of Public Policy at the University of Michigan, with a focus on education policy, nonprofit management, and quantitative analysis.

- Lauren Jordan attended SHPEP in 2018 at the University of Louisville.
Ms. Jordan is currently a junior at St. John’s University in Queens, New York where she is expected to earn her bachelor’s in psychology in the Spring of 2020.
Ms. Jordan’s interest in preventative healthcare was ignited during a pre-med student internship in Ahmedabad, India. Disturbed by the alarming number of health challenges faced by individuals of underserved communities, she is committed to being the change agent that improves the inequitable deliverance of healthcare in today’s society. It was not until Ms. Jordan’s completion of SHPEP, that it became quite clear how she planned to fulfill her intentions in healthcare.
Ms. Jordan transitioned her career plans from medicine to dentistry after her intense six-week experience in SHPEP. After leaving Louisville, she immediately solidified her decision by continuing to shadow in different dental specialties. She currently shadows and volunteers at a Dental office in New York. Upon graduation, Ms. Jordan plans to attend Dental school and provide dental care in underserved communities.
- Shauntel Thomas attended SHPEP this past summer at the University of Washington- Seattle Campus.
She is currently studying Public Health with an emphasis in pre-medicine. She plans to work towards a MD/MPH after completion of her undergraduate year.
SHPEP inspired her to pursue medicine to bridge the gap between Public Health and Medicine with an Indigenous perspective. She is passionate about both public health and medicine and with knowledge in both fields, she hopes to go back to her reservation and serve her Navajo people and their communities.
- Karen Morris-Priester, M.D. attended MMEP in 2001 at Yale University and later graduated from Yale University Medical School in 2007.
She is an anesthesiologist practicing in Allentown, Penn. Dr. Morris-Priester gained national attention in 2007 when she appeared as a guest on the “Oprah Winfrey Show,” where Ms. Winfrey recognized her for completing medical school as a single mother of five children and as the first grandmother to attend Yale School of Medicine.
Since then, Dr. Morris-Priester has traveled the country as a motivational speaker encouraging her audiences to follow their dreams. She also acts as a mentor to young people who aspire to become physicians. Serving as Chair of the alumni advisory board, Dr. Morris-Priester hopes to use her time to develop a process that will allow alumni to reach back to assist current participants in their journey to becoming aspiring physicians.
- Andy Tang attended SMDEP in 2010 at the University of Washington.
Mr. Tang received a Bachelor of Science in biology and environmental health from the University of Washington in 2014. He is currently a research scientist in the Department of Radiology, Body Imaging Section at UW Medicine where he participates in ontological imaging research and provides tumor response assessments for patients enrolled in clinical trials.
“My personal commitment to serve on the SHPEP National Advisory Alumni Board is grounded in the belief of improving the health and well-being of medically underserved patients and communities. Our pursuit of this goal may be met by establishing a culture of health through the alignment of a diverse, inclusive, inter-professional team that informs and improves high quality patient, family, and community centered care. As such, I believe the educational pipeline through SHPEP and engagement of our alumni is critical to achieving this goal. Serving on the Alumni Board propagates my passion of reducing health and health care disparities, ensuring that the doors to medicine are wide open to those marginalized and those working towards reducing health and social inequities in health care delivery systems.”
- Rosemary Vergara attended SMDEP in 2014 at the University of California Los Angeles.
Ms. Vergara describes her experience in the program as, “a life-changing experience that really motivated [her] to envision a career in medicine.”
Ms. Vergara grew up in the Bay Area in California. In 2016, she received her Bachelor of Science in biology with a double minor in biotechnology and public health science at Santa Clara University. After graduation, she had the amazing opportunity to join a lab at the Stanford University School of Medicine as a Life Science Research Professional.
Ms. Vergara currently serves as the Chief Technology Officer for MiMentor and has volunteered in K-12 Outreach with Latinas in STEM. She has also worked as an Emergency Department scribe and serves as a Hispanic Scholarship Fund Scholar. Her role models include her parents and her little sister. In the future, she plans to attend medical school and work in an underserved community.
- Stephanie Vink has been working for SHPEP (formally known as SMDEP) since 2013.
Ms. Vink recently transitioned and was promoted to the role of program specialist earlier this year. Ms. Vink has extensive knowledge of program operations, policies, and the overall application process. She received her Bachelor of Science in Kinesiotherapy at the University of California, Long Beach in 2009. Ms. Vink is responsible for supporting the centralized application service from testing enhancements to SHPEP Web applications, troubleshooting, to the Web application system. She also maintains the SHPEP social media channels, assists with onboarding of new SHPEP Ambassadors and other outreach initiatives. Ms. Vink’s passion is focused upon helping others, whether it be through therapy, customer service, or supporting the career pathway of aspiring healthcare professionals.
- Chantez Bailey has served as the Senior Communications and Outreach Specialist for the SHPEP initiative since 2016.
Ms. Bailey works to increase visibility and awareness of the initiative to potential applicants throughout the year. She received her Bachelor of Arts in English and Journalism at the University of Maryland in 2007. Her passion has always been non-profit outreach and engagement, which is evident with the great amount of nonprofit outreach and work experience she has obtained since 2011. She also currently works with the SHPEP alumni advisory board to create educational resources and opportunities for past alumni of the SHPEP, SMDEP, SMEP and MMEP iterations of the program.

Gayle Lee, JD

Gayle Lee is the Director of Physician Payment Policy and Quality at the Association of American Medical Colleges. Ms. Lee has an expansive background in health care law, regulation, advocacy, and policy. She is responsible for educating and advocating on federal regulations and policies that impact teaching hospitals and physicians. Prior to joining AAMC, Ms. Lee served as Senior Director of Health Finance and Quality at the American Physical Therapy Association (APTA) where her key areas of responsibility involved Medicare, Medicaid, HIPAA and health care reform regulations impacting rehabilitation. Before APTA, Ms. Lee was the Assistant Counsel and Policy Coordinator at the American Rehabilitation Association where she worked on issues that affected rehabilitation hospitals and units.
Ms. Lee received her law degree at the Washington College of Law at the American University DC and completed her undergraduate work at Pennsylvania State University located in University Park, Pennsylvania.
Kate Ogden, MPH
Policy & Regulatory Analyst
Kate Ogden is a Policy & Regulatory Analyst focusing on physician payment & quality at the Association of American Medical Colleges. At the AAMC, Ms. Ogden analyzes and advocates on a wide range of physician payment and quality federal regulatory issues impacting academic medical centers and faculty practices. Prior to joining the AAMC, Ms. Ogden was Health Policy Associate at the American Speech-Language-Hearing Association, where she advocated for members on health care payment policies. Ms. Ogden holds a master's degree in public health from Drexel University.
Regulatory Affairs and Government Relations Director
Chelsea Arnone is the Regulatory Affairs and Government Relations Director in Vizient’s Washington, DC office. She joined the Public Policy team in 2016 after serving as the regulatory and policy director at a DC-based health care consulting firm. Chelsea has also previously worked in the House of Representatives and consulted for several U.S. Senate, House and Gubernatorial campaigns. Before coming to Washington, Chelsea worked for the Pennsylvania House of Representatives as a legislative aide. She attended West Chester University where she received a Bachelor of Arts in Political Science.
